that means is if you have a state, let's take texas, for example, where six million texans are uninsured, highest rate in the country. a quarter of their residents don't have health insurance. if they went with the affordable care act and expanded medicaid coverage up to 133%, it would cover 2 million more texans, 2 million, and for the first years, it would be 100% of the federal government expense. going forward, it would be at 90% of federal government expense. so texas decides in their texas way that they do sometimes that they're not going to go with the program. those 2 million people won't be insured and yet they won't qualify for the subsidies in the affordable care act to help them be able to afford insurance on their own. so we'll literally have a situation where the poorest people, the people in the most need, will be totally left out in the cold. bobby jindal has already said in louisiana that he is not, in his state, going to go with the medicaid expansion, and you can imagine that a lot of these republicans are going to make this a litmus issue so that any republican who ha

, there is no fee. >> texas governor rick perry is the latest to reject the affordable care act. they want to stall or stop carrying out the requirements all together, calling it socialized medicine this will bankrupt his state. >> the bottom line is that medicaid is a failed program. to expand this program is not unlike adding 1,000 people to the titanic. >> there is a bottom line question. what does it mean to people who live in states like texas. msnbc's richard louie. >> more than half of the country's states who wanted to stop the affordable care act. even though the land's highest court upheld the law, in addition to the six governor, the brock o brookings institutions said they are refusing to execute the law. governor perry's refusal means 1.4 million people will not for now. on average, a person in this group i was showing you makes from around $3,000 a year up to just under $15,000. these are the poorest living on 26 to 133% of the poverty line and in addition rejecting medicaid, some are rejecting creating their own insurance exchanging, another of the law's requirements. these are desig

't eligible for medicaid. texas, the they only cover adults at 26% of the poverty line. it's $11,170 a year. so you could be a single person making $3,000 a year and you're not poor enough to qualify for medicaid. that's part of the reason texas has the highest uninsured rate in the entire nation. in massachusetts, by contrast, they cover working adults up to 133% of the poverty level. this is due to a former governor whose name rhymed with smitt sromney. everyone making up to 133% of the poverty line, they get medicaid automatically. right now, the federal government pays about 57% of medicaid's costs. states pick up the rest. and that's a good enough deal that every single state participates. in the affordable care act for the first three acts, the feds will cover 100% of the difference between wherever the state is now and where the law wants them to go 100%. after 2020, that drops a bit, but only drops to 90%. for every dollar the state puts in, the feds will put in $9. it's an incredible deal. the less you have been doing on medicaid so far, the more the federal government will pay on

of two mentally disabled death row prisoners in georgia and texas. the prisoners, were held and yokamon hearn, were found guilty of murder and sentenced to die despite concerns they may have disabilities. the u.n. special rupture on executions called for the men's sentences to be commuted saying the killings would violate the supreme court's ruling against executing people with mental disabilities. yokamon her reportedly has been diagnosed with feet of offices interim and has a history of mental health problems and scheduled to be executed tonight in texas. planned parenthood has filed suit seeking to block a new state law in arizona blocking funding for abortion providers. it is set to take effect in early august, the law bans the use of public funds by state or local government to contact with any organization that provides abortions as one of its services. planned parenthood of arizona says the ban targets for organization, which provides cancer screenings and well women exams in exit -- in addition to abortions. a new york times reporter has revealed the obama and romney campaigns a

they are seeking a solution for a problem that doesn't exist. >> that's exactly right. texas, for example, texas said it would only affect with their new voter i.d. law a little under 180,000 people. the justice people has gone into court saying there's 1.4 million people who would be affected in terms of their right to vote, yet there are no cases there. it's been 0.00003 cases of fraud nationwide. so what are we changing the laws that clearly will affect millions of people's right to vote according to the brennan institute, 5 million, for a fraction of an amount of 1% of people that may have been accused of fraud? what are we doing this for when the net effect is far more negative in terms of people being able to vote than it is in terms of eliminating victory for the governor there, rick scott, or is this a victory for voting rights groups? >> well, it may not be a victory for scott if now they can only go by data and not go through their purges where they wanted to get just people blanketly done. so i don't know. we're still weighing it out, our legal people at national action network are we

is governor markell. welcome. congratulations to you taking on a big job. just today, texas governor rick perry announced that texas will neither participate in the expanded medicaid program, nor set up the health care exchanges required under the obama health care law. so how does that -- how is the health care law going to work, if you can have as many as half of the states boycotting it? >> well, it a little bit strange given that it really is now the law of the land, the law of the land is settled, and so what we've been doing in delaware all along is we have been moving forward as though it would become law. it is the law. what we're doing is we're taking a careful look at the expansion of medicaid. the bottom line is that with this law or without the law, the status quo before was absolutely unacceptable. health care was too expensive, not enough people had access, so this law's a good step but a lot of us in the states still have a lot of work to do. >> do you have any concerns about the medicaid expansion and whether the states, i know initially the federal government picks up the
